VETTING CONTROL

Vetting is the process of performing a background check on individuals and their qualifications prior to the employment with an institution or company. Vetting is a verification procedure that identifies security problems for individuals potentially dealing with confidential information. It helps strengthening the security of institutions or companies, by preventing certain individuals to have access to sensitive data or to be appointed in positions where they pose a security risk. The procedure is carried out by authorized intelligence, security and law enforcement agencies, including SHISH, prior to the issue of the Personal Security Clearance, by National Security Agency. Security Vetting is structured according to NATO and EU standards and best home practices. Vetting involves access to personal data therefore a transparent procedure is in place, regulated in conformity with special laws.
In 2018, a total of 5015 vetting requests have been administered by SHISH, prior to the issue Personal Security Clearance (hereinafter PSC, a document issued by NSA for persons who need to know classified information, at different levels of classification). These requests are submitted to SHISH from a number of different institutions. Based on the information collected, SHISH has developed 3588 practices and in some cases it has given negative responses for 2018.

1704 practices have been drafted with approximately 3130 applicants for Personnel Security Clearance (PSC).
2016
1466 practices were developed with approximately 4900 applicants for Personnel Security Clearance (PSC).
2017
3308 practices have been developed with about 4898 applicants for Personnel Security Clearance (PSC).
2018
3588 practices were developed with approximately 5015 applicants for Personnel Security Clearance (PSC).

INTELLIGENCE PRODUCTION OF SHISH FOR THE PERIOD 2016-2018

For 2016, SHISH has produced and disseminated a total of 2944 intelligence information for the internal and external customers. For internal customers, the intelligence product has been delivered to:
- 378 intelligence information for the President of the Republic, Prime Minister of Albania and the Chairman of the Assembly.
- 289 intelligence Information for the line Ministries.
- 826 for the Investigation and Law Enforcement Agencies.

For 2017, SHISH has produced and disseminated a total of 3146 intelligence information for the internal and external customers. For internal customers, the intelligence product has been delivered to:
- 267 intelligence information for the President of the Republic, Prime Minister of Albania and the Chairman of the Assembly.
- 274 intelligence information for the line Ministries.
- 1060 for the Investigation and Law Enforcement Agencies.

For 2018, SHISH has produced and disseminated a total of 3601 intelligence information for the internal and external customers. For internal customers, the intelligence product has been delivered to:
- 521 intelligence Information for the President of the Republic, Prime Minister of Albania and the Chairman of the Assembly.
- 302 intelligence Information for the line Ministries.
- 1099 for the Investigation and Law Enforcement Agencies.


SOCIAL AND HUMANITARIAN INITIATIVES

Albanian State Intelligence Service is not separated from the social and public life of the country. SHISH has responded positively to calls and has been frequently involved in humanitarian support initiatives and activities, at a local level and wider. The ones who have benefited the generous support offered by SHISH, are individuals and public institutions. SHISH promotes voluntary and humanitarian activities among the employees and gives value to these efforts, by offering time and resources to the people in need. During 2018, two major activities of this nature are worth mentioning.
In June, Albanian State Intelligence Service joined the initiative of Albanian Red Cross, for voluntary blood donation, under the slogan “Voluntary blood donation – A human and civic act”. Assisted by the Red Cross structures, SHISH employees, donated blood for solving an important issue, such as the lack of sufficient and safe blood in our hospitals, demonstrating support and humanism for the children affected by thalassemia. The senior leadership of SHISH has shown their promptness to continue the cooperation with the Albanian Red Cross for future initiatives trying to build up a new social dimension of the intelligence community. The representatives of the Albanian Red Cross expressed their highest considerations and thankfulness for SHISH employees of and their support, in the light of the “Voluntary blood donation – A human and civic act” program.
The other initiative was supporting the orphan children on the occasion of the end of the year holidays. The material assistance provided to these children, in the public institutions, serves in a way to enable this community to develop fully and feel part of an educated and valued generation, capable of contributing to the country’s progress and social development. Our employees provided contributions to the orphan children of Orphanage “Hana & Rozafa” in Tirana. The General Director of the State Social Service thanked our institution through a special letter, assuring us that our contribution will help in building a better future for these children.
